Township government is the most grass-roots political power in China,which has a direct bearing on the implementation of China's policies.To exert the initiative and motivation of Township Civil Servant has a direct influence on government's administration and China ' s image.Establishing incentive measures corresponding with current national conditions and prompting township Civil Servants' positivity and creativity is crucial to deepen reform,enhance government effectiveness,strengthen the relation between cadres and masses.There are mounts of research on incentive problem,while the vast majority concentrated on macro-level.In incentive problem research,Motivation-hygiene Theory bears great influence,which is widely applied into Public Domains.Motivation-hygiene Theory divides motivation of staff into two aspects,which are hygienic factor and incentive factor.It is of significant concern for the administrator to distinguish between hygienic and incentive factor and adopt the merits while overcoming defects.Therefore,on the basis of Incentive theory and practice,the thesis explores Civil Servants' incentive problem of Qufu by means of Motivation-hygiene Theory,with an attempt to enrich incentive theory of Civil Servant and expand the investigation and application of Motivation-hygiene Theory in public domain.The thesis is separated into four parts.Initially,the thesis relates the background and significance of the research,summarize the incentive theories and problems at home and abroad and introduce the research content and method.Then,in the second part,concepts like Township Civil Servant,incentive and Motivation-hygiene Theory is elaborated.Subsequently,the thesis investigates the status quo of incentive of Qufu's civil servants and points out the achievements and deficiencies in the third parts.In the last part,with a view to benefiting investigation on China's township civil servant,the thesis make a try to propose suggestions to perfect the incentive measures of Qufu's civil servants.
