With the continuous development of social economy,people have paid more and more attention to the civil service system reform. China’s civil service is the purpose of serving the people wholehearted,to provide quality service. To achieve this purpose is related with many factors,one of the most important factors is the civil servant incentive. The incentive problem of civil servants in our country attach importance to the party and the government. The eighteen Party Congress Report puts forward to deepen the administrative system reform and reform of the cadre and personnel system,the construction of high-quality cadre of the ruling. According to the different characteristics of the establishment of personnel and supporting incentive system. The incentive system is one of the important function of civil servant management system,which plays a crucial role in today’s civil service management activities,closely related to the level of motivation and effect and government performance, public servants ability level.This paper based on Herzberg’s two factor theory of township civil servant incentive problems unfolding investigation,around the two elements of health care and motivation questionnaire,the questionnaire from the shallower to the analysis, in order to enrich the township grass-roots civil servants incentive theory, the better for the grass-roots public provided the practice of staff incentive to provide guidance.This paper is divided into five parts. The first chapter is the introduction,mainly introduces the reasons and significance of the research. The second chapter is the related concepts and theoretical basis,including the related concept of civil servants and the township civil service definition,connotation of double factor theory, double factor theory and based on the importance of improving the township civil serva nts incentive. The third chapter is on the current situation of township civil servant incentive. In Shaoyang County as a typical representative of the township as an example,through the questionnaire survey,depth interviews, analysis of the actual situation of the township civil servant incentive,and the township civil servants incentive problems were collected and refined, mainly points out the existing health factors,lack of incentives and other aspects of the limited incentive problems of township civil servants. The fourth chapter is to analyze the causes of the problems of the township civil servant incentive. The fifth chapter is the specific measures to improve the township civil servants incentive. The third chapter,the fourth chapter puts forward the main problems and the reasons based on the analysis,put forward to perfect the township civil servant incentive policy recommendations from the perspective of the two-factor theory.
