Township governments are at the grass-roots level of government system in China. It is crucial to perfect the capability of civil servants at town and the executive competence of township government by means of improving the motivation mechanism. Nowadays, relevant studies on motivation mechanism for civil servants at town and township government mainly focus on macro-level. Therefore it is of greatly theoretical and practical significance to analyze the characteristics of civil servants at the grass-roots level and perfect their motivation mechanism, thus enriching motivation theory of civil servants, and enhancing their performance and working efficiency.Based on Motivator-Hygiene Theory, questionnaire and interview are the main approaches in this paper. After collecting data from a survey on degree of satisfaction towards motivation system among civil servants in Xian Yang of Shaanxi Province, with Pearson correlation analysis between motivators and overall satisfaction, as well as analysis between Hygiene factors and overall satisfaction, the author works out the effective factors and ineffective factors. According to analysis from SPSS, motivators like social status, working condition, salary and communication mechanism are effective while welfare system is ineffective motivator. Personal capability is effective Hygiene factor while factors such as evaluation, training, promotion and rewards and punishment measures are ineffective.With further analysis, the author proposes the problems emerged in parts of town and township governments, which includes unreasonable welfare system, incomplete evaluation system, unscientific promotion mechanism, inadequate training system and uneven reward and punishment measures. Then, the author brings to light the causes of these problems from3aspects:conception towards motivation, present motivation mechanism, as well as external environment for. civil servants at town. Finally, taking Motivator-Hygiene Theory and characteristics of civil servants at town into consideration, this paper ends up with possible solutions to the motivation system, such as change of concept, perfection of motivation mechanism, optimization of the external environment.
