On The Governmental Image-Building In Public Crisis Administration

In the first half of this year, China's frequent public crisis, particularly the 5.12 Wenchuan earthquake is the common pain for all Chinese people, and the social impact brought by it is enormous. As a manager of this public crisis, what kind of role the government will play becomes the focus of attention. According to the crisis in public management theory, government with the greatest appeal and the largest capacity of organization has naturally become the subject of public crisis management, and the image demonstrated by the Government in crisis management is related to the success or failure of the Government's fate. How to create a good government image s in the public crisis has become the main issues to be resolved.The thesis consists of 4 parts.In the first part, the theory of public crisis management and government image-building theory are expounded respectively. The governmental image is the overall assessment from the public for the government, a reflection of the governmental characteristics and performance in the eyes of the public, a recognition and evaluation of the government's overall quality, comprehensive ability and the performance of domestic and foreign policy in the eyes of the public, and a total understanding formed after a comprehensive understanding of the government. Crisis is a emergency or a state of emergency, whose emergence of the outbreak are of the severe impact on the normal operation of the organization, and threaten and damage the life, property of the members and the organizations themselves, which is beyond the normal management of a organization and requires the organization to take special measures to deal with it. And then basing on the characteristics of the crisis in public, the author puts forward the necessity of government image-building. Finally, the author points out the standard for measuring governmental image in public crisis management —whether it places the safety of people's lives in the first place, whether it can protect the citizens right to know and monitor the process, whether it can make public crisis public information disclosed and whether it can make a rapid emergency response and measures.In the second part, by using Wechuan earthquake as the realistic background, the author analyzes the issue of government image-building. First, the author sorts out the process and the practical materials, and then analyzed all levels of government initiatives, and evaluates and last the causes and lessons from it. The main shortcomings include the officials'lack of government awareness of public relations, the weak sense of governmental image, the lack of interactivity between government and the public, the lack of effective communicating channels between the government and media, and the poor news releasing systems of the government..The third part is about the experience and enlightenment from foreign government image-building in crisis management. First of all, taking ah hurricane Katrina of the United States as the example, the author analyzes the useful measures taken by the U.S. government in the arrival of public crisis to shape the image of the Government. And borrowing ideas from American useful experience in government image-building, the author points out that it is necessary to hold regular propaganda activity, to enhance people's sense of crisis, to emphasize building public facilities, to carry out regular civil defense training, enhance the ability of citizens for self-help and mutual assistance, to improve public crisis contingency plan for public emergency, to implement the decision-making scientifically, improve the relevant system of laws and regulations, to have frequent drills for self-help in public crisis, to strengthen the counterforce for the public when facing the public crisis.In the fourth part, according to the practical background of the crisis in our country and borrowing ideas from American useful experience in government image-building, the author puts forward the countermeasure for dealing with building good governmental image in public crisis management. First of all, we should improve system of laws and regulations for public crisis management and shape the image of nomocracy government, then protect the public's right to know supervise when public crisis happens and shape a governmental image with responsibility. Next we should adhere to the principle of bringing the information into the open in public crisis and shape a governmental image with good faith. Last we should strengthen the governmental capability to deal with emergency in public crisis management and create high-performance image of the government. Meanwhile, the author also points out it is not only a normal target, but a necessary governmental image in public crisis management to build a governmental imge with rules and laws, responsibility, good faith and high performance.
