Limited Government: Value Idea And Rational Orientation

The 16th Party congress proposed the goal of developing socialist democratic politics, building socialist legal, promoting socialist political civilization, and comprehensive constructing affluent society. Building one effective, probity and limited government, which isn't only the basic demand to constructs the socialism harmonious society, but also the long-term value orientation to reform bureaucracy system. Based on such background, this paper seeks our country Limited Government's construction way.This paper took limited government model as key object of study, with the aid of "administrative person" supposition, from government "limited" the value idea and rational orientation to outspread. On the base of accurate assurance limited government connotation, the paper proposed that the limited government model suiting market economic condition must process relations correctly between the government and the market, the government and society, must strengthen to the government authority three-dimensional control. On the base of emphasis on theory with practice, this paper also included literature consultation method, comparison analytic method, comprehensive evaluation method etc to conduct the deep research.This article is altogether divided into five tectonic plates: The first part is introduction which are the summary and comment on the domestic and foreign limited governments; The second part elaborates recasting limited government's theory logic and the realistic logic; On the base of excavation limited government's core value, the third part makes the comprehensive annotation to the limited government meaning; Fourth, fifth part separately from the government and the market, social relations' angle, from the government authority multiple unit control's angle, put forward the policy proposal to construct the limited government.
