The Community-based Corrections For Juvenile Delinquency In Our Country

Accompanied by the development of the society, juvenile delinquency has become more and more serious. As the adolescents are the focuses of the families, and also the hope of the Nation, the corrective measures for juvenile delinquency have been drawing a lot of attentions of the whole society. Due to inherent characteristics of the adolescents, traditional imprisonment and punishment on them can not result in satisfactory effect. Even worse, they are likely to commit more serious victims due to mutual-influence with other criminals in prison. However, community-based corrective measure, an entirely new punishing measure, is not only in line with the requirements for mitigating the punishment on adolescents which is popular worldwide, but also helpful for juvenile prisoners to return to society, henceforth reducing recommitting victim.Community-based corrective measure has a long history in some foreign countries. But it is still a new thing in China, with many defects which requires a lot of efforts and supports from people in various fields to make it perfect. In particular, the government should be aware that Community-based corrective measure features non-exclusive and non-competitive while being implemented, therefore should be considered as a public products .The equilibrium between its supply and demand can not be reached smoothly just through the price-oriented market mechanism. If the supply is by means of direct private transactions, the benefit can not match with the cost. Meanwhile, private investors are reluctant to involve in the products due to large-size of the threshold investment and its low return rate. Therefore, the government should take the main responsibility for producing and supplying this kind of public products to help juvenile prisoners to return to society smoothly.Focusing on the characteristic of the juvenile crimes, the role and the establishment of Community-based corrective measures on juvenile crimes, this article elaborates my superficial views with the purpose to contribute my slight efforts to improve the correction system for juveniles in China.
