It is in the climax of upholding state power and institutionalizing governmental behaviors that Max Weber set up his bureaucracy theory in early twenty century. The rational principles of bureaucracy become the primary ones of management model of public organization, carried out by governments little by little. At the same time, the inherent limitations and irrational bureaucratic morbidities emerge in the process of bureaucratization. Based on Weber's analysis of three lays of bureaucracy, this thesis discusses the rational foundation of ideal type bureaucracy and its irrational inclination, and points out the bureaucracy is not only an administrative tool which can achieve the highest technological efficiency, but also a kind of social power having its own interests and values which is abounded to arrogate its original functions. The inherent characteristics of bureaucracy set both the start and the end of analyzing its dualism. Then, it analyzes the five C strategies of reinventing government which are used to release the internal intensions, and suggests that the DNA of reinventing the bureaucracy is the necessary means to create new public organizations which have ability to innovate and promote the quality consistently. This thesis holds that the culture factor is of great importance in the reinventing government and the trust is the key factor to make government running efficiently. At last, it points out that we are in a dilemma in modern China. On one hand, the Chinese government is lack of bureaucracy, that is, the rationalization level of administrative system is insufficient. On the other hand, there are full of bureaucratism in the government, and the irrationality of bureaucracy becomes the focus of criticism. Based on the analysis of dualism of bureaucracy, this thesis integrates the historic factors of Chinese bureaucracy into the analysis. I hope it can benefit the governmental reinvention in modern China.
