| Minority Area Autonomous Prefecture is an important level and unit in the system of our country's minority region autonomy policy, and is an important and special composition in the local government offices in China. During the development of urbanization, Autonomous Area and other local government offices are facing to the major issues of the Administration System Reform and Innovation.There are 30 minority area Autonomous prefectures and they are distributed in Southwest, Northwest and Northeast parts in China. They repectively belong to Jilin Province, Gansu Province, Qinghai Province, Xinjiang, Hunan Province, Hubei Province, Guizhou Province, Yunnan Province, Sichuan Province and so on. By the end of 2007, the land area of the 30 Autonomous Area is 2,310,000 square kilometers, it's 24.08% of national total land area. The population of the 18 Autonomous area minority Chinese is 55,820,000 persons, and is 4.3% of the total national population. Autonomous Areas have their own special features on economical, social and administrative systems during the long-term development time. Economical society specialties: First one was expediting development steps. From 1995 to 2004, the GDP increased 17.82% every year in Autonomous Areas. Second, the special developing models. Every Autonomous Area exerted advantages and formed special developing models. There are many kinds of developing models such as total-developing Autonomous Area, industrial-developing Autonomous Area, social-developing Autonomous Area, economical-developing Autonomous Area. Third, the development imbalance within Autonomous Areas. It can be classified into four kinds, they are excellent, good, medium and bad. In this sequence, the fourth kinds of Autonomous Areas are behindhand in every aspect in a long term. Each of them has a bad foreground and in a vicious circle. Fourth, they have a development disparity comparing with developed cities. Comparing with Suzhou city, the population of 30 Autonomous Area is 9 times than Suzhou, but the GDP is just 90% of Suzhou. Present Administrative System features: one is belonged to province, autonomous area. Second, counties and cities were set under Autonomous Areas. Third, multinational collegiality. It can be a single autonomy as well as putting right of autonomy into effect by two or more minorities. Fourth, it's different from city, but similar with province.The fast developing urbanization influnces Autonomous Area administrative system. One is asking for approval on Autonomous Area district division and establishing system. Two is asking for approval on Autonomous Area social managemental system. Three is asing for apporval on city management ability. Four is asking for approval on city space distribution of Autonomous Area. By analysing urbanization development process and present status of Autonomous Area administrative system comprehensively, we can know that it's necessary to exert reformation and creation of Autonomous Areas. From the necessary point, present system and district division cumber rational distribution of social resources and development of social productive forces, have disadvantages in building center cities, especially administrative system of"one place, two governments"in state and city has disadvantages in establishing high-effective, practical and incorruptible administrative organizations. It's people's consensus and necessary for improving economical-social developing of Autonomous Areas to reform, perfect and innovate the present administrative system. From the possibility point, we have law foundations, "Autonomous Law of Minority Areas of the People's Republic of China"and No.2"Advises about Administration Government Organs Reformation"issued by Chinese Communist Party Central Committee. They provide law foundations for Autonomous Area administrative management system reformation and innovation. We have research on theory. Experts and scholars did a deep research aiming at how to improve Autonomous Area administrative management reformation and creation, and put forward many beneficial ideas, especially on how to increase establishing system of regional minority autonomy. Every Autonomous Area made some effective results on the topic of how to exert urbanization development and administrative management systme creation.Yanbian Autonomous Prefecture has the highest urbanization standard, but is facing to the hindrance on establishing administrative management system in regional center cities in resent years. We can form five plans on discussing the main aspects and contents of Yanbian Autonomous Prefecture administrative management system reformation. After comparing and analysing, plan one is possible. It means conflating. Conflate Yanbian Autonomous Prefecture and Yanji City, establish Yanbian Korean Autonomous Prefecture, prefecture officers and city officers handle official business together. Incorporate Longjing City and Tumen City in"Yanji City", establish several areas. Put the system of"Autonomous City (Prefecture) set up District County (City)"into effect。With small changing of space of area division and less adjudgement of workload, this plan will be beneficial on expanding city developing space, reducing organs and personnal organization, reducing administrative cost.In order to adapt to urbanization development and reform, perfect and innovate Autonomous Area administrative system, we must substain basic principles of regional autonomy minority, fasten and improve public management, public service and social management of Autonomous Area, establish a government with the legal, service-oriented, effect and incorruptible spirit. Adapt to the necessary of urbanization process, to fasten and improve effect of government, exert and creat public management of Autonomous Areas.
