With the emergence of computer and the rise of the internet, worldwide information and communication technology revolution, information society has become a global trend. Information is no longer an option, but a necessary condition to improve the governance situation in a country. Our government has recognized the profound significance of the implementation of information on the government to reform. As to deepening administrative reform, report of the 16th National Congress Party clearly stated that, to further transform government functions, improve management, implement information technology, to improve administrative efficiency, reduce administrative costs, form a fair, transparent, clean and efficient administrative system. Since then, the information technology, as an innovation project to optimize government management, was officially referred to the agenda of nation-building.This paper makes research on"leadership of the impact on information-based performance", in order to provide a theoretical support and practical guidance. Which are the factors, how they affect the performance of information technology? There are highly theoretical value and practical significance of the research. Based on the theory of leadership and organizational innovation, this article make research on"information activities of the leadership behavior and organizational innovation performance of the impact on information technology".First, it defines the concept of the chief, and then analyzes the content of performance, leadership behavior and organizational innovation factors, put forward the theory framework of information-based activities proposed by the leadership of the impact of organizational innovation. Third, through a questionnaire survey and a variety of statistical methods, this paper carries out to verify the assumption. Finally, it makes up a proposition.This paper still makes research on"leadership of the impact on performance information".This course first defines the information technology and information-based performance. Second, it constructs the corresponding research hypothesis, and then chooses a government staff of various departments related to the survey data. Finally, it puts up the corresponding recommendations. The innovative work of this article include: First, it builds a Performance Evaluation System. Second, it makes information-based activities, which include leadership and strategic leadership of cognitive-behavioral leadership two aspects. Third, it extracts the two types of factors: the administrative culture of innovation and the organizational structure of innovation. The fourth is to build the theoretical model of two types of factors. The model will lead innovation and organizational behavior into a theoretical framework, while the research on these two factors were insufficient now. The article testifies that the"information-based activities through the organization of innovation and leadership affect the performance"is tenable.
