The rapid development of knowledge economy pushes us into a new era of horizontal and network organization structure, making the organization structure become more blurred, and departments boundaries unclear, many experts even predict that we will be in an era of disintegration and 'unstructured' organization. Along with the rapid development of society, the government's quick response requirements are also should be increased, and these changes are undoubtedly challenges to all the traditional theories of leadership. Our government as the most typical bureaucracy system of organization, no doubtfully will face greater challenges. If the government does not switch the leadership perspectives, it will fall into an inefficient, slow response, decision-making failures, institutional expansion situation. Therefore, the government only with a positive attitude to meet the challenges, to change the traditional concept of leadership, using a new kind of leadership could fit the development of era - The concise leadership will be a wise choice. Therefore, to analyze the leadership structure of our government from the research of concise leadership does not only have an important theoretical value, but also a great practical significance.This article is divided into four chapters, the first chapter is a general introduction to the theory from domestic and foreign. Mainly introduction to the present situation and reason of leadership research, and the present situation of our leadership structure, settling the groundwork for the following. The second chapter starts from the study of concise leadership, pointing out that the concise leadership is an inevitable trend of the government leadership innovation. Three dimensions of leadership are be constructively proposed as well as characteristics and substance, and further analysis reveals that concise leadership is an inevitable trend for leadership development, but also for government leadership development. The third chapter presents the government leadership to implement request of the concise leadership system, followed by analysis of the current lack of government leadership system. The final chapter combines the requirements of the concise leadership with the lack of leadership structure, pointing out the way of our government leadership system innovation. Combined with the current situation of our government system innovation which be analyzed and discussed, some feasible suggestions are be proposed. The fourth chapter is the focus of this article and also where the result appeares.This study bases on the research of domestic and foreign leardship, combined with personal research, and striving to achieve the combination of theoretical exploration and work practice. The main innovation of this study reflects on:combining our country's government leadership system innovation with implementation of the concise leadership to demonstrate, both to avoid a leadership system of the blind, but also fully demonstrates our government leadership development requirements. The current research of the concise leadership is rare, even fewer for the combination of the concise leadership and our government leadership system innovation, which should be the innovation of this study.
