Civil service training has been an incentive way to attract and retain talents, and it is also plays a very important role in "constructing the country with great manpower resources." Economic development and technology advancement, as well as the rapid growth of knowledge, make the traditional "one-off education" unable to meet the requirements of the times. The renewal periods of knowledge has been shortened, which requires people stay elastic mind, and possess excellent adaptability. The idea of reeducation, continuing education and lifelong education has been generally accepted by people, and consciously practicing. Under the background of the big social education and training, to establish and perfect the system of civil service training has been an important content of the civil servants construction.People have been paying more and more attentions to civil service training, which is one of the hottest topics in the study of Management. Civil servants have the duty to carry out the Chinese Communist Party's line, principles, policies, state laws and regulations and the responsibility of planning, organizing, directing and implementation of the cause of socialist modernization. Distinguishing from enterprise, government agency is a special organization serving for all citizens, and civil services assume significant responsibility in the organization. Civil servants' ability to use information, knowledge and skills matters the realization of government's functions, image and reputation in the heart of service object, and administrative efficiency and service quality. In order to create a new model of Linzhi regional training for civil servants are likely to benefit from and inspired by this paper.As a member of the team in Tibet, Civil servants in Linzhi area undertake the civil responsibility and special missions. They not only take responsibility for the development of economic in Linzhi area, but also undertake the responsibility of adapting political struggle in Tibet. As far as I know, there is no one who studies civil service training of Linzhi area. This paper focuses on the problems of Civil Service Training in Linzhi area, analyses the cause of the problems, and puts forwards countermeasures. This paper is intended to provide reference for the civil service training.This paper is divided four parts. The first part defines relative concepts of civil service training, and illustrates the significance of this study in the civil service training in Linzhi area.The second part analyses the present situation of civil service training in Linzhi area. Firstly, I introduce the basic situation of civil servants training in Linzhi, and then, analyses the problems of civil servants training in Linzhi. The problems are listed as follows : Training concept can not meet the training needs of civil servants; Training policies and regulations are not sound; Training lacks of direction, and training form is single; Training methods lacks of innovative and training effect is not obvious; The construction of training institution lags behind, and teaching equipment is out of time; The structure of training teachers team is unreasonable, the overall quality is needed to prove; Training management is not standard; Training funds is Inadequate and training conditions should be improved .After that, the paper analyses the causes of the problems from eight aspects. Then analyze the training system from the aspects of regional differences in laws and regulations, government agencies, social environment. This paper introduces the experience of civil servant training abroad, and the foreign civil service training system and its characteristics. The author realizes that it should fasten the process legal system of civil servant training, enrich the contents of the Civil Service Training, perfect the network of civil servant training and specify assessment mechanism of civil servant training.The foure part is "the strategies and suggestions for civil service training of Linzhi area". Basing on the true situation of Linzhi area and combining the overseas useful training experience for civil servants, the paper tries to build a civil servant training system for Linzhi area, which including the concept of change in training, intensive training in management, increase the training investment, the establishment of a sound incentive and restraint mechanisms, and build a training institutions network, flexibility in the use of training methods, rational design of training content, and build a high-quality teachers team, including Linzhi Civil Service Training System. |
