The training effectiveness evaluation of civil service is one of the most important things which governments, training organizations and trainers have paid more attention to. Because the training starts a little bit late in our country, there are a series of problems to be solved in training effectiveness evaluation. So strengthening the research in this area can not only improve the quality of the civil service training but also reduce the cost of it.This article has given an overview of the relevant research and has defined the relevant concepts. After learning the theories and practice experience for the training effectiveness evaluation of civil service at home and broad, the article has introduced the survey in the system of shanghai administration institute and has given some deeply analyses to the current situation of the training effectiveness evaluation in our country's civil service. Based on the survey, the article has departed the existing problems of training effectiveness evaluation into three parts, which are psychology area, operating area and institution area. Finally, the article has given the strategies to solve the problems in those three areas.The innovation of this article is that with the help of Kirkpatrick evaluation model and the firsthand data in the field research, it has relatively given a comprehensive and quantitative research, and then it has also brought up some strategies to improve training effectiveness evaluation of civil service in our country.
