Modeling Of Grass-roots Civil Servants' Images Under Perspective Of Public Administrative Ethics

The problems of Grass-roots Civil Servants'image in our country were coming to pay attention to by the Party and the people. Grass-roots Civil Servants are the basement and roots of our official troop, and they are the main body of administration according to law. The main body exercise public rights, and owe the public authority. However, as everybody knows, grass-roots Civil Servants will not set a perfect image in the democracy countries at present if their images were only protected by administrative position and power according to law, not pay their ideas and vigor to administration according to law and serving for the people.Government is the institution to exercise the administrative powers of country entrusted by the people, thus its normal works'operations needed a certain amount of civil servant. As the important ingredient of civil official troop, grass-roots civil servants are the administrative staff to contact with the people directly, so images of grass-roots civil servants can influence on governmental images in the people directly. Images of grass-roots civil servants are the most vivid carrier of governmental images, and perfect images can strengthen the governments'authorities, strengthen the people's identification, strengthen the nation's cohesive force and rallying point, and help to construct the socialism harmonious society. Our country is socialism country under the people's democratic dictatorship leaded by CPC, so serving for the people heart and soul is the necessary requirement of the grass-roots civil servants. However, there were behaviors'deviating existed in administrative activities for a certain part of grass-roots civil servants. And the deviating influenced seriously on the whole official troop's images. Thus, the article aimed to model the images of grass-roots civil servants according to strengthen the construction of their public administrative ethics from the main problems which influenced on their images in their daily administrative activities found from the perspective of public administrative ethics.The article comprised four parts:The first part: Summary of public administrative ethics and images of grass-roots civil servants. The main purpose of the part was definition to public administrative ethics and images of grass-roots civil servants, and illumination of influence of construction of public administrative ethics on images of grass-roots civil servants, and paving for the whole paper. Firstly, concepts of public administrative ethics and grass-roots civil servants were illuminated, and the scope of the grass-roots civil servants was defined. Secondly, images of grass-roots civil servants were analyzed and the significances of modeling of perfect images of grass-roots civil servants were discussed.The second part: Illuminations of main factors influenced images of grass-roots civil servants. Main factors influenced images of grass-roots civil servants at present in out country were pointed out in this part. Namely: firstly, role orientation of grass-roots civil servants fell into the wrong region, the role of"the people's servant"was instead of the role of"panjandrum". Secondly, the anomie of their administrative behaviors was discussed from corruption, dereliction of duty, wasting of administrative cost seriously, existence of profound official circles, etcetera. Thirdly, deficiency of administrative moral consciousness was the critical reason of behaviors'anomie and wrong orientation of role. Form the analysis as above, images of grass-roots civil servants have been influenced by the problems of behaviors and moral consciousness.The third part: Causal analysis of the problems to influence images of grass-roots civil servants under the perspective of public administrative ethics. From the perspective of public administrative ethics, the reasons of deviation of role orientation, anomie of behaviors, indifferences of moral consciousness were researched. Firstly, mistaking the means for the end of their role orientation was analyzed, and history reasons of falling into wrong region of role orientation were illuminated. Secondly, the reasons of indifferences of administrative moral consciousness were explained from the absence of the education of public administrative ethics. Thirdly, according to the analysis of manifestations of their administrative behaviors, the true reason of administrative behaviors'anomie was the dilemma conflict of their ethics'choice, such as role conflict, benefits'conflict and power's conflict. The last, from the angle of national legislation, factors of influence on their images were analyzed. Just as the laws and regulations were not sound, rigidity safeguard of their administrative behaviors were absent.The fourth part: The methods and pathways of modeling of Grass-roots Civil Servants'images under the perspective of public administrative ethics. This is the heart of the paper. After analysis of main problems and counterparts'reasons influenced their images, solutions strengthened construction of the public administrative ethics to model images of grass-roots civil servants were drawn off. It comprised five points: strengthening their logos of administrative morals, normalizing their administrative moral behaviors, strengthening their education of public administrative ethics, perfecting the construction of legal system of public administrative ethics and resorting to oversea experiences of construction of public administrative ethics...
