As a special professional group,civil servants are the executors of the public administration affairs of the government.As the most direct executor of the party's line and policy and national laws and regulations,the grass-roots civil servants are at the most end of the policy implementation,but they have the closest relationship with the people.The consequences of their administrative ethics are related to the vital interests of the people,which is directly related to the acquisition of the legitimacy of the government.The harmfulness can not be ignored.How to make the grass-roots civil servants from the passive performance obligations to the active duty of practice,this requires a thorough study of the Administrative Ethics Anomie of the grass-roots civil servants,in order to put forward an operable method to standardize the administrative behavior of the grass-roots civil servants and to cultivate the professional moral awareness of the civil servants.This paper,starting with the theoretical analysis and category of civil servants and administrative ethics at the grass-roots level,combined with the relevant laws and literature research in China,gives the basic concepts of basic civil servants and Administrative Ethics Anomie and puts forward the ethical value orientation of the grass-roots civil servants,explaining the hypothesis of civil servants' human nature,good governance theory,role theory and social learning theory.On the basis of system theory,we study the way of finding problems,analyzing causes and seeking countermeasures.The article first defines the administrative subject of the grassroots civil servants,analyzes the connotation of administrative ethics and puts forward the value orientation of administrative ethics.Secondly,it uses the questionnaire surveymethod to make an empirical analysis on the status of civil servants' administrative ethics in Y Banner and gives the basic performance of its administrative ethical anomie.Then,it analyzes the reasons resulting in administrative ethics anomie of grass-root civil servants from the basic government constraints,the civil servants themselves,the system,and the culture.Finally,the solutions are put forward from three aspects: the internal restraint mechanism,the external guarantee mechanism and and the improvement of the cognitive level of administrative counterparts.
