Research On The Problems Of Government Emergency Platform Construction Of Jilin Province

Presently, China enters a new stage of modernization, the reform and development is at its crucial phase, industrialization and urbanization accelerates greatly, while social interest groups and relations get more intricate than ever with occurrences of new problems. The prompt response to the sudden occurrences of natural disasters, accidents, public health, social security and the public emergency cases in other fields constitutes great tasks. It is of the prior concern for the government administration in strengthening the management on public emergency cases and improving the counter-measures in prevention and handling abilities of such cases, controls, alleviates and eliminates the serious social damage caused by public emergency cases; safeguards the people's life and properties to reduce the harm and casualties, maintains national security and social stability caused by such cases to the aim of the comprehensive, economic and sustainable development. It is important to be able to do this work in this aspect, the platform construction is a basic task in handling public emergency cases and, in establishing all-round unified command; multi-functioned, quick-responded, coordinative and highly-effective emergency system to reduce the loss and damage.This paper aims to the bringing up of the importance of the Jilin Province public emergency cases by practical contrastive analysis on the establishment of emergency platform both home and abroad, proposes the general outline in establishing the emergency platform according to the studies on the investigation, together with scope of emergency administration work, that what Jilin Province should do in emergency construction in accordance with the problems we face, and the strategies in how to speed up our steps in platform construction. The thesis is divided into four parts except the introduction:Part One outlines the government emergency platform. It covers the analysis of the government emergency platform's connotation and extension. By connotative elaboration of emergency management system, it comes to the definition and position of government emergency platform, as well as its composition, establishes the principles on the construction of the public emergency by elaboration of the request from the state.The 2nd part is about the research and practice of the public emergency management system both home and abroad. By studying various systems as US national accident management system, German public emergency planning system, Japanese disaster prevention information system and Taiwan public emergency information system and those in Beijing, Guangdong and Shenzhen, it offers reference to Jilin Province.The 3rd part is the content of Jilin Province Public Emergency Platform Construction: the outline design; the guiding principles; functional position and the objective of the public emergency platform construction which includes the basic foundation and emergency platform construction planning, the platform includes the shoring of foundation, database construction, synthetic application system construction and the resource conformity and system access.The 4th part focuses on the problems that may appear during the Provincial public emergency platform construction. First, the information resource conformity. By analysis we put forward the idea how Jilin Province emergency resources should be used. Second, information service management of the emergency platform construction. The service management and the policy Third, the standardization of the emergency platform construction. The construction should be mainly on the technical standard. The construction of emergency platform need to take the initiative that emergency management flow should be regarded as the mainline that public security as nuclear connotation. By using information technology as the main measure and assisted by the e-government resources fully employed. The emergency platform construction must stand from the present and focuses in the long-term view, with full conformity of existing resources, using E-government system to realize the multi-net conformity, avoiding redundant project. We should pay great attention to the content to emphasize the actual effect, as well as the platform hardware construction, but neglects the information construction. The platform is only a carrier, more important is information source construction and comprehensive information, implementation and standardization, only by doing so can we realize the association among multi-departments. We should take more initiative in the construction emergency platform demand as guidance, Jilin provincial government emergency platform must be constructed during the development continually consummates its function to offer better service when emergency occurs.
