| A complete Competency model must contains certain competency , each of which should be described with a definition and numbers of behaviors in 3-5 levels. The Competency model of civil servants in China has remained in generalization, for it only gives the abstract definition without different degrees of behaviors to illustrate the concepts. This is why the model hasn't put it into practice up till now.The subject of the study focuses on three groups, which are civil servants, students and staff. In order to learn whether there are cognition differences in the lacking behavior description model among the three groups, the paper develops a Cognition Questionnaire for the Competency Model of Chinese Civil Servants. Using the congruent analysis in advance to the questionnaire, the study attemps to obtain clear and concrete behavior description clauses. Quantitative methods such as correlation analysis, principal component analysis and factor analysis are used to discuss the influence factors of the cognition and analyze the cognition differences among groups.The results reveal that there are great cognition differences among civil servants, students and staff in the Competency model. More than half of the investigation sample is unfamiliar with the model or totally don't know about it, which is one of the important influence factor for cognition. And the congruest analysis shows that the behavior description clauses listed in the questionnaire can be used as the measurements of the competency.The biggest innovation of the study is to discuss the importance of the behavior description for Competency model from the perspective of cognition. Scholars in the Competency filed all realized the importance of behavior description to the model. however, after referring to the literature, the discovery has showed that no study has focused on this issue so far. Consequently, the study will provide the enlightenment to the following study.
