In times of knowledge economy, knowledge becomes the most important resource in enterprise's business activities day by day, the mastery of the knowledge and enterprise innovation make people stand out of the economic activity, me conception of" people first " has got unprecedented strengthening. So the research of connection between inherent quality of people, including knowledge , skill, behavior, individual character, drive strength factor, and working performance deepen day by day, The human resources management system that focus on competency is paid close attention more and more by people.The human resources management system that focus on competency is set up on the basis of competency model. Competency model consist of a series of different quality required by performance goal, including different motives, individual character and quality requiring , self-image , social role and knowledge and skill level, distinguishing the comprehensive behavior of the individual outstanding and general performance notably.The setting-up of the competency model has established the basic point for the development of enterprise's human resources management activity, through the competency model, have described the connection among key competitiveness, key ability and staff's key speciality and skill of enterprises clearly, thus make the staffs quality requirement can be conformed by the drawing and demanding of enterprise's strategic objective .Through competency models that Can judge and find the key drive factor that causes performance difference, thus become me basic of improving the performance. And it can instruct the staff how to give play to the personal quality advantage , and obtained the high performance. The competency model offer the direction for realization the goal of business strategy, enterprise overall goal, goal of performance of group, personal performance goals.this text based on the question that meets in practice, causing the thinking of competency model, from putting forward , defining , to studying ,on the basis of the dunking and understand of the meory , have expounded the procedure , method , and application in every plate of human resources management . finally give some constructive suggestions from consummation of procedure, and application of the competency model.
