The Research On Accountability For The Local Government

On China's local government building and the reform of political system, the administrative implementation of the accountability system is a symbolic significance of the initiatives. This paper is researching on the institution of land requisition under the theory of harmonious society. The purpose of accountability for the local government is to regularize the behavior of the local government and make sure the liability carried out in a proper way. The research is concerning on how to rationalize the local government accountability theoretically.Henan is a big populated province. the huge population base, low level of the average amount of resources. These features all represent a 1.3 billion population country -China. So the administrative accountability of Henan represents administrative accountability of local governments with Chinese characteristics.Firstly this paper introduces administrative accountability status quo of theoretical study abroad and at home. Then defined the concept of accountability,government,local government. Introduced the main administrative elements,main content,accountability and the theoretical basis of accountability system.Secondly, this thesis summarized some beneficial revelations such as perfecting participation system for citizen, such as the improvement the right of the legal system in United States; the British cabinet system and highly efficient system of government; effective monitoring system in Sweden; Perfect administrative justice system in France; and the implementation of China's Hong Kong and other officials of the accountability system and so on. These all advanced some useful insights on the construction of the accountability system for Chinese local government. In developed countries and regions, they all have set up a sound system of laws and regulations ,the news media can play an active oversight and accountability functions, be able to achieve the government information from the legal system of public enlightenment.Thirdly, analysis the practice of administrative accountability status quo in Henan, pointed out the achievements and existing problems of Henan at this stage. Such as unsound legal accountability, allograft accountability are relatively weak, one-sided objects. Finally, combined the status quo of accountability practice and the effect of accountability, analysis the reasons of the existing problems which from the administrative accountability of local government, reasons of the structure,system and concept. Then the writer proposed a respond to improve the administrative accountability system of Henan. Which is, a good administrative culture; try to achieve diversification of the main accountability; establishment of information disclosure system; improve the accountability laws and regulations; the establishment of citizen participation system; the establishment of relief officials in the system of accountability, etc.The innovation of this paper is that theoretical study on the initial development of administrative accountability in Henan province. Combined with the practice of administrative accountability of Henan Province, Henan Province accountability status quo, as well as the institutionalization of the status quo, author made a preliminary exploration on development of administrative accountability in Henan. Because the limitation of author in this period. There are a lot of premature proposals and ideas. I hope that there will be more high level experts concern on the development of administrative accountability of Henan and make more in-depth research.
