Research On The Policy Implementability In The Perspective Of Public Governance

Our country is adopting one of the social management modes which is characterized as "strong state, weak society". Therefore, the policy implementability appears deficient. There are some social problems which caused by the scant policy implementability happened these years, such as the frequency coal mine outbursts, the increasing housing prices, the arbitrary changes in the education, high medical costs, environment pollution etc. There is an obvious trend that the social interests become more and more multiple. As a result, some conflicts and social problems have arisen. It is imperative to take a new social management pattern. This dissertation discovers the new changes in our country's political reality and notices that there is a strong complementary relation between the "state-centered" theory and the "social-centered" theory. It starts a research on the policy implementability in the perspective of public governance. In the situation, the "top-bottom" approach and the "bottom-top" approach are well integrated as a compositive frame. This dissertation includes four parts as following:The first part: Introduction. This part makes a brief introduction on the theme, and proposes the angle of view of the dissertation.The second part: Brief analysis on the research on the policy implementability. Based on the mechanism of the policy implementability, this part makes a definition on the policy implementability and illustrates its component specifically.The third part: The status quo of the policy implementability. This part describes the phenomena of the dilemma of policy implementability, and analyses why the dilemma has been happened.The fourth part: The countermeasures on how to enhance the policy implementability in the perspective of public governance. Based on the analyses of the third part, this part provides several countermeasures to enhance the policy implementability in the perspective of the public governance.To make a conclusion, the policy implementability will have new meaning in the pattern of public governance. So we should adjust our focus and turn to public governance perspective for building a society with stronger policy implementability.
