The role-play-cadre system is a vital method of fostering the cadres under the new situation and which combine with Chinese characters. Under the macro background of works and research in the role-play-cadre system, this thesis analyses the situation of the role-play-cadre system through Hunan province and points out existing problems in it. Simultaneously, it will put forth policy suggestions for advancing the role-play-cadre system based on analyzing the leading problems in the system and culture.This thesis contains five sections. The first chapter will include discussions on the background, the structure and meaning of the current situation. The role-play-cadre system is a vital method of fostering the cadres under the new situation and which combine with Chinese characters.However,as a political phenomena running a extremely long time,it does't has constructions in institutions and systems to support and put forth Role-play-cadre's work.At same time,the disadvantages of the role-play-cadre system are appearred, all of these are deviate from original intention,also has an effect on carrying out the role-play-cadre system's work.The second chapter will set forth the basic theory and current practices of the role-play-cadre system including the analysis of the concept and literary review and then discuss the historical changes, types and experiences involved in the system in China. There are many reasons for bringing forward role-play-cadre system. Not only can it develop cadres and solve the requirement of the economic construction and state political power,but also the result that our district develops imbalance leads to flow of personnel dissymmetry.Selecting the role-play-cadre system is an important way to developing cardres, embodies the requirement of practice,also is the embody of Marxism practice view.The role-play-cadre system is a train ways of developing cadres.It's mainly to exploit human resources,apply and practice theories.At the meantime,For the Plitical party system, it is a very efficient manner of rotational program. At one time,during the development and managerment of human resources, the role-play-cadre system is a human resources investment.The third chapter will discuss the current situation of the role-play-cadre system in Hunan province by analyzing the background and practice. The role-play-cadre system of Hunan Province opened in 1991 and up to June,2008.It has develpoed a lot of young and excellent cadres. Above all, it has great significance of Hunan Province's economy and society. As to the role-play-cadre situation of Hunan Province,mainly analysis the communication of up than Division Chief of Hunan,2007 and other provinces'role-play-cadre.The fourth chapter mainly discusses the existing problems in the Hunan role-play-cadre work and analyzes the effect of system and culture. The issues contain Inherent issues and derivative issues.The Inherent issues finds expression in the role-play-cadre's work Positioning of deviation,structural unbalance of human resources deployment,the operation of the role-play-cadre's personalization.the defects of management system and so on. The derivative issues finds expression in structural conflict in De Jure,and recessive conflict in Modern Citizen Spirit.All of these problems hindered Hunnan role-play-cadre's work to get further improve.If we want to solve the problems existented in duty consciousness's work efficient,we must look for its springhead from the system and culture driving forces of political environment.Chapter five researches ways to improve the role-play- cadre work followed by the thesis summary. In the first place,we should consider the macro-level and supply role-play-cadre a effective culture system.Then,as for median level , we should learn to scientific authorize their job's programming and perfect their job system.These can offer instructions for the special role-play-cadre's work.At last,in Micro-Level ,we need to improve the role-play-cadre work's management mechanism .Best of all is the concise epitome and summarize of the study content.Based on the experiences and data of the role-play-cadre work in Hunan, this thesis employs individual case studies and questionnaires. It includes both empirical and standard studies and suggests that institutionalizing and standardizing the role-play-cadre work can deeply strengthen and foster local cadres. It will also explore and offer new and better safeguards in organization and human resources for efficient development in the Hunan economy.
