| As chinese economy and society enter a new stage of high-quality development,standardization has been integrated into all aspects of economic and Social Development and state governance.In the past,chinese standards were mainly set by the government,unable to respond to market demand quickly and directly,and unable to reflect new requirements of the changing market in time,resulting in insufficient supply of standards.But the group standard takes the market as the leading,the formulation mechanism is flexible,fast reflects the technical innovation and satisfies the market demand,strong supports the market economy development.In 2018,China began to implement the new standardization law,which stipulates that the group standard is a part of chinese standard system,since then the group standard has developed rapidly.However,the development of group standards in Hunan Province is still relatively slow,and the government still has some difficulties in the process of fostering and developing group standards,which hinders the rapid and healthy development of group standards.This paper first theoretically analyzes the cultivation of group standards,defines the basic concepts of group standards,analyzes the basic features and important functions of group standards,and combs the related basic theories of group standards government cultivation,then,it summarizes the general situation of the development of group standards in Hunan Province,analyze the existing problems and reasons of group standard cultivation,and according to the governance theory and the new public service theory to the group standard cultivation countermeasure optimization analysis.Then it summarizes and analyzes the group standards at home and abroad,from the group Standards Government training point of view to summarize the relevant experience.Based on these studies,this paper give some suggestions to solve the problems existing in the standards for cultivating groups in Hunan Province,the third is to strengthen the government’s guidance from three aspects of strategy,policy and economy,and the fourth is to play a coordinating role between the government and the standard groups.The government of Hunan Province has carried out the policy and measure of cultivation to achieve the best state of group standard governance and to promote the orderly and healthy development of group standards in Hunan Province. |
