The Research On Youth Volunteer Service Of Hunan Province

With more than 10 years of rapid development of Hunan Youth Voluntary Service, the volunteer service organizations have grown steadily, the number of volunteers is increasing.The volunteer services continue to deepening and have a spread influencement.It play an increasingly important role to promote economic and social development in Hunan Province. It becomes an unignored force to stimulate social change and promote social development as an important complement of the social security system. It is caused wide attention and active participation by the government and ordinary people in Hunan. At the same time, There also have some problems in the develepment of youth voluntary service, it is necessary to analyze these issues in order to find a way to promote youth voluntary service to grow fast and have a harmonization development in Hunan.In this paper, It is summarized that there are problems and countermeasures in the meaning volunteers, volunteer services, motivation, volunteer management and volunteer service by domestic and foreign scholars. it analyze the voluntary service concepts and the characteristics of voluntary services on civil society theory and Maslow's Hierarchy of needs theory. It has a deep research about the third sector collaborative governance theory and Herzberg's two-factor theory. Again, it also has a detailed analysis which combine the current situation of youth volunteer service with the characteristics of development, the achievements, the problems and the causes of the problems. On this basis of that, it propose a responsement to improve youth volunteer service in Hunan:to enhance the quality of Hunan youth volunteers and to change the volunteer services approaches; to make full use of social resources to strengthen the ranks of youth voluntary service; to improve the management, the organizational model, the security mechanism and the incentive mechanism of the Hunan Provincial Youth Volunteer Service; explore new ways to be commissioned by the Government to purchase the Communist Youth League organizations so as to further strengthen the development of youth voluntary service in Hunan.
