Research On Urban Subsistence Security System Management In Songyuan City

The Subsistence Security System plays an important role in the protection of the poor's surviving rights. During the twelve years'practice of Subsistence Security System, the coverages and stardards are relatively stable. Therefore, Standardization and improvement on the administration are necessary for its well-operation, virtious cycle of social securtity system and harmonious society.The paper tries to do some research on Urban Subsistence Security System Management in Songyuan city. Through analyzing and concluding the current situation about Subsistence Security System there, the paper explores the problems which exsit in administration, system, caseworkers, fund and clients. Moreover, it presents more feasible measures and suggetions, which could improve the system in the further development and provide better services to the poor in towns.The paper is divided into four parts:In the first part it presents the concept and development of the Subsistence Security System in our country in the beginning, then it discusses the aim, the significance and the method of the research. Some mesures are taken in order to solve the servious problem of the poverty in the city. Shanghai first enacted the Urban Subsistence Security System in 1993, which obtained the good results. In September 1997, State Department designed《Circular of the establishment of Urban Subsistence Security System nationally》, notifying the urgency of establishement of the system in all cities and towns. Until September in 1999, the Subsistence Security System is conducted all over the country. In the recent years, many scholars made further research on the origin, development, limit of the system, and some of them also looked into the problems in its implementation process and reemployment of the clients. Despite these precious results, they ignored some points in the administration of the system. Combined the writer's working experience and situation in Songyuan city, the research is done using various methods and aims to enrich the management of the Subsistence Security System.In the second part, it analyzes the current situation of the Subsistence Security System in Songyuan city, which includes the management of the organization, system , caseworker, fund and clients.《Interim Procedures for the Subsistence Security System in Songyuan City>》and《Specific Measures for Implementation of the Interim Procedures for the Subsistence Security System in Songyuan City》have been made. The civil branches established some specific organizations like the Subsistence Security departments, Subsistence Security management centre in the towns, moreover, management offices and stations are founded in the districts and communities. The whole system is suitably stocked with staff, orderly with regulations, clear with obiligations. The citizens who apply for the Subsistence Security have to go through specific steps in corresponding departments. By the end of 2008, there are 13200 Subsistence Security clients. Meantime, some supporting reforms like medical services, housing , life necessities are implemented.In the third part, it explores the problems which exsit in administration, system, caseworkers, fund and clients. It mainly includes that the structure and obigation are unreasonable, the burden of the workers is too heavy, the management isn't quite operational, the beneficial policies are not well carried out, the caseworkers are not professional, reemployment is difficult and clients are cheating, the standard and mechanism isn't perfect, the coverage isn't comprehensive, the shift away from the system is hard.In the last part, it presents more feasible measures and suggetions. The suggestions are to raise the feasibility of the management, establish the personnel performance policies, improve the supporting system and limits on the clients. The Subsistence Security clients can be divided into groups in order to classify the clients clearly. The mechanism about shift away from the system need refining, the clients should be free to enter and leave the system.
