Sino-US Strategic Dialogue Mechanism And Its Influence To The Sino-US Relations In The 21^st Century

On August 1,2005,China and the US officially started the Sino-US strategic dialogue mechanism,an all-encompassing integrated exchange platform to explore the Sino-US relations covering politics,economics,military,energy,environment and other fields.After the start of the mechanism,China and the United States focused on "the peaceful co-existence of a rising power and an existing superpower" and carried out the new strategic dialogue on the core interests of both sides and practical concerns to develop strategic cooperation, enhance trust,dispel doubts,and find similarities in differences.Its aims are to circumvent conflicts,control frictions,reduce misjudgments,and achieve the symbiotic coexistence, common security and common development of China and the United States.To develop and refine the Sino-US strategic dialogue mechanism,China and the United States stated the Sino-US strategic economic dialogue on December 14,2006.This dialogue covered economics,energy,environmental protection and other issues,while the Sino-US strategic dialogue focused on politics,security,etc.In the framework of Sino-US strategic dialogue mechanism,strategic dialogue and strategic economic dialogue established the mechanical network and platform to maintain the stability of Sino-US relations.These dialogues,in fact,strengthened the tie between the interests of two countries and help the Sino-US relations develop healthily in the long run.Therefore,it is both theoretically and practically significant to study the positive interaction between China and the United States in the framework of the Sino-US strategic dialogue mechanism,for it may promote the long-lasting and stable development of Sino-US relations in the new century.The text of this paper is divided into four parts.The first part briefly introduces international strategy theory as well as the development and evolution of Chinese and American international strategies in the 21^st century.The so-called international strategy is an overall strategy,based on which a sovereign state participates in international competition in a long period.Its basic elements include national interests,international strategic objectives,international strategic environment,national strength and international policy-making and implementation.In the 21^st century,China and the United States,based on international strategy theory,comprehensively analyzed the elements of international strategy,and made strategic decisions to develop their international strategies.The second part introduces the strategic differences and common interests between China and the United States in the 21^st century,pointing out that China and the United States started the Sino-US strategic dialogue in the 21^st century to seek assimilation and enhance cooperation on the basis of their common strategic interests.It is a good way to resolve the strategic differences between China and the United States.This part concludes that Sino-US strategic dialogue mechanism resulted from the development and evolution of both Chinese and American international strategies in the 21^st century.After that,it introduces the background,formation and significance of the mechanism.The third part is mainly about the implementation of the Sino-US strategic dialogue mechanism and its characteristics.After it compares and analyzes the six Sino-Us strategic dialogues and the five Sino-US strategic economic dialogues,it summarizes the four characteristics of the Sino-US strategic dialogue mechanism:first,the mechanism builds up a mechanical and comprehensive exchange platform of strategic level between China and the United States;second,the mechanism constantly expand to the professional fields;third,the representatives from both sides are of high ranks;fourth,the dialogues are characterized by more topics,open-up forms and flexible agreements.The fourth part mainly analyzes the influence of the Sino-US strategic dialogue mechanism on Sino-US trade,politics and security.The influence on the Sino-US trade can be seen in the following aspects:first,it creates a new international economic coordination framework to promote the communication and mutual trust between China and the United States in the field of economy and trade;second,it promotes the solution of the problems in the Sino-US trade,and thus helps to develop solid bilaterally beneficial economic relations; third,it sets up a long-term dialogue platform in the Sino-US economic and trade field,and paves the way for the next American administration's economic policies.This mechanism also influences the Sino-US political relations.First,it sets up a new strategic coordination platform,which enhances the exchanges and mutual trust between China and the United States in the political field.Second,it establishes a new model of mechanical dialogue,which provides the Sino-US political mutual trust with mechanical protection.Third,it expands the depth and breadth of the mechanical dialogue,which promotes the healthy development of Sino-US relations.As for the influence on Sino-US security relations,this part first analyzes its influence on the overall security relations between China and the United States,and then focuses on its influence on Sino-US-Japan relations and on Sino-US-Taiwan relations.The concluding part first analyzes the positive impact of the Sino-US strategic dialogue mechanism on Sino-US relations and the international community,and then points out the disagreements and problems to face.First,China and the United States cannot expect too much.Second,China should raise its own status to enhance the initiative in the dialogue. Third,Obama's administration brings some uncertainty to the existence and development of the Sino-US strategic dialogue mechanism.
