Performance evaluation of public sector has been a major subject matter in the public management field. Since 1970s, performance evaluation of public sector, as an efficient tool to improve the performance in practice, was taking seriously in the world.It must be reflect equity since evaluating the performance of public sector. That is an important part to try to follow out the administrative responsibility system and the administrative mechanism, as well as a basic way to enhance the quality of public service. However, equity in the process of performance evaluation of public sector is restricted by various factors. This paper details those factors on three aspects. On the aspect of evaluation subject, the lack of equity is due to the influence of traditional culture, the limitation of evaluation environment, and the deficiency of participative institutional support. As a result, the internal evaluation subject controls the process of evaluation. On the aspect of evaluation contents, it is short of equity because of the imbalance ratio in evaluation index system and the influence of the outer environment. So the evaluation index system is unreasonable. On the aspect of evaluation methods, the deficiency of equity is on the account of different notions in evaluation, the slow transition of government functions, and the useless evaluation technique. It is a futility to evaluate the performance of public sector. As a result, the lack of equity in the process of performance evaluation of public sector prevents the progress of administrative reform, as well as to bring about the public interests. Therefore, it is the right time to take measures to ensure the equity in the process of performance evaluation of public sector, such as developing multiplicity of evaluation subject, establishing the reasonable evaluation index system, creating new evaluation methods, and so on.
