This paper study on Y bureau existed problems in the performance appraisal work of research, using the empirical analysis method to find a feasible solution, in order to guide the practice of human resource management better, and provide experience for other public sector performance appraisal work.This paper uses the literature analysis, comparative research, case study method to research public sector performance evaluation. Given that past performance appraisal more inclined to study individual differences and rarely consider the overall policy appraisal object. In this paper, the individual differences of fully considering the assessment object study vary from person to person’s appraisal system, making performance evaluation have better incentive effect. On the basis of previous studies, with Y bureau as an example, this paper discusses the present situation and dilemma of the public sector performance evaluation and chooses twenty banks’ annual data from 2010 to 2015 as sample. Considering the data of the correspondence and the horizontal comparability, non-performing loan ratio as an index of regulation effect, this paper selects range of bank assets, loan balance, operating profit, total number, agricultural loans outstanding as indicators of individual differences. Through the analysis,we can find that the regulation quality is connected with the loan balance and profits. When making examination related to set, therefore, should be fully considered in view of the different bank regulation commissioner to discriminate, to improve the efficiency of supervision.Combining with Y bureau performance appraisal practice,this paper puts forward a series of targeted and operability countermeasures for the public sector performance evaluation: set up the new concept of performance appraisal work, strengthen the "human-centered"; improve the system of performance appraisal regulations, clear the validity of the assessment results; set up reasonable performance evaluation indicators, truly to adapt to the situation of the public sector itself; strengthen the performance appraisal results, make rewards and punishments be clearly.
