The Theory And Practice Of The CPC' Social Security Since The Reform And Opening Up

Social security is a major project to improve people's lives on the ruling party's part. Under the leadership of the CPC Central Committee, the country's social security construction, conforming to the historical trend of the times , has been co-developing with China's overall reforming and opening-up, the all-round construction of a well-off society and the great cause of building a harmonious society as companions since 1978. The recent three decades has witnessed the great development of the country's social security construction: the basic system has been built up and continuously improved; the coverage of social security has been extended gradually ; the income and expenditure of fund has been ever-increasing and the level of social security for people has been steadily improved on the whole. Social security construction plays significantly important and active parts in raising the basic living standards of people, promoting economic development , maintaining social stability and building up a harmonious society .From the perspective of the party's history research , this paper systematically inspects the theory and practice of the party's social security construction in 30 years, focusing on studying and analysing the experience and achievements in different adjusting and reforming period and the currently existing problems . The author puts forward the following idea: basing on the program of building a harmonious society , social security construction should effectively target on the real problem of people's livelihood, and always adhere to social equity and people-centered value orientation, with legislative and system construction as two breakthroughts. The key point is : in the process of developing the social security system , people's livehood benefits will always be the pivot, the starting point and destination of social security construction both in the theoretical and practical fields.
