As rules, law reflects some certain of culture values and concepts . However, when culture embodies rules, some formal regulations for law are adopted. Corporate social responsibility (CSR) means responsibilities and obligations that corporate should be taken on in seeking to rationalize the company's profit for the maintenance and promotion of social responsibility and public interest obligations. CSR is not only a sense of the text for main types access, it's also rules of rights and benefits for market which embodies justice, efficiency, order and other law values. Hence, law culture has important effects on realizing and perfecting of CSR.Trough the definition in law and headstream classification for CSR, the emergence, development and connotations of CSR are presented. The concepts for law culture value supporting CSR have been demonstrated. By culture comparison in China and Western, the culture survival environment in our country is discussed. On basis of this, the defects and shortcomings of CSR in awareness, risk prevention system and fulfill have been analyzed. From the analysis of comparison, in order to survive long-term with advantages in World Company completing, China's modern companies should bring CSR to their strategic system from rules and culture. According to scale and nature of company, re-positioning the company's goal, CSR can be realized through the perfection of government rules in company's evaluation, supervision and cultural environment, which also can bring CSR to others and make CSR can really implement.
