Direct election by public(DEP)is the election reform that party members and the masses recommend candidates publicly, and the party members make competitively election directly in the general assembly to bring out the members of local CCP committee leaders. It is important achievement of inner-party election reform. The reform firstly enlarged the range of candidates; secondly, it carries out direct election of common party members. So far as to now, DEP has experienced three steps, namely the level of village party branch, the level of town committee, the level of party organizations in city community and enterprises and institutions. Its affection includes realizing inner-party democratic innovation, promoting harmony and development in local society, impelling the restructuring of inner-party's power, to name just a few. However, there are also some weak points in the reform. The main points are the technological flaw during the election, the deficiency competition of candidates, the formalization of election in some region, the contradiction of inner-party's power relationship, the confliction between the appointment system and the election system. In order to impelling DEP continually, some suggestions are presented in this paper. Such as improving election process for the better election, establishing institution of reporting and recalling to strong the supervision, perfection party's regulations to rationalize inner-party power relationship, standardizing the relationship between party and government to strengthen party's core leading position, perfecting the model of power's given and acceptation to rationalize the relation between the appointment system and the election system, dealing with the relationship suitable between innovation and rule to impelling the DEP experiment with steady steps.
