On Governmental Response To Municipal Public Crises

Since China's entry into the 21st century, various public crises have been frequently happening in China, which is now undergoing its social reforming. These crises,not only have caused huge losses to people' lives and property, but also harmed the normal social order and social stability. It is exposed that the governments at different levels, especially at the municipal level, lack of capabilities strong enough to handle with public crises satisfactorily. The traditional patterns of individual crisis response for the government could not satisfy the situation in reality any longer, hence,they need to regulate their performance in order to cope with the public crisis better. Based on the realistic requirements to perfect the municipal mechanism of public-crises-responses, the author hopes to find the ways and measures to promote municipal governments'capacity to deal with public crises through the study on their performances in the response to public crises.Starting with the introduction, this essay introduces purpose and significance of the research,the thinking way of the research, and the trends of the present-day foreign and domestic studies on it .Then the following part,in dual-view of facts and values,interprets the definitions of crises and municipal public crises, offers a definition conforming to this essay, and analyzes the main features of municipal public crises and their harmfulness. Then the author presents the cases which shows the ways and means of response to public crises foreign cities adopt,and summarizes their experience which could be used for our reference. Subsequently,the author analyses the macro social background on which our governments deal with public crises in our country, the possibilities of emergence of public crises and the capacity of dealing with public crises. Thereon surveys and studies municipal governments'options response to respond public crises from six angles, including responsibility localization and value-pursuing and so on, then finds out problems and insufficiencies. Lastly, on the foundation of the prior authentic conclusion and judgment, the essay argues the ways to promote municipal governments'performances to deal with public crises in four aspects including the idea transformation, perfection of the organization's structure, integration of main relevant bodies,consummation and main body conformity enhancement,and renovating and recycling.
