The key to China's problem lies in the vast rural areas. The development of the rural economy has great significance in the modernalization of China's economy, and more importantly, the development of political democracy among grass roots will inevitably play an important role in the revolution of China's political system. Over thousands of years, the mental culture termed"chenmin", in which all the residents in a country obey to the leader, has long been deeply rooted in the mind of Chinese people. Therefore, the irreversible transformation from"chenmin"to"gongmin", whose equivalence in English is"citizen", will bring with it a lot of pains. However, nowadays, democratic governing has become the universal value and this makes the constitutional politics a necessary trend in history. Nevertheless, the constitutional politics is not only related to a piece of paper and its corresponding laws but also requires people to have the awareness and spirit of constitutional governing. Over thousands of years of control which put the vast majority into an subordinate position and kept them away from participating in the politics of the country, the ancient Chinese people are often called"yumin"which means unintelligent people. The current situation of China is that on one hand, the economic position of peasants has been improved; on the other hand, their political status is still very low, which is obviously embarrassing. This situation constitutes the barracks in the way of political revolution. As a result, the peasants in China has chosen autonomous governing as a way of changing the current situation. By autonomous governing, it refers to the realization of self-management, self-education and self-service through such ways like democratic election, democratic decision, democratic management and democratic monitoring, among which democratic election is the starting point and basement of autonomous governing for the success of democratic election is closely related with the effective realization of autonomous governing.Firstly, a brief introduction in this paper introduced the background, current situation and thinking.In the second part, this paper reflects the process and progress of China's democracy in the past hundred years from the perspective of the villager election system. there is a clarification of the concept of the system and a concise introduction to the historical background of villager election in China. In part three, the author adopts research methods in economics and sociology to analyze an authentic case of villager election in village L. Though differences exist in this practice in different villages, it cannot be denied that the various problems which appeared in this process share universality. Thus, the author believes the research into one example will serve as an sample study about the whole villager election system. Besides, there is a possibility worthy of our consideration that while analyzing the negative effects that various problems in the practice have on grass roots democracy, there may be some positive influence to some extent.In part four, the author, from the perspective of system, culture and psychology, explores the substantial causes affecting the villager election and how these causes can influence the election system.In part five, the author focuses on the significance villager election has on the whole process of China's democracy. Along the way of China's constitutional politics in the past 100 years, there have been a lot of obstacles and hardships, and the democratic process in China has started. However, it is worthy of every Chinese citizen's consideration as to how to carry out the constitutional politics. Autonomous governing, as a creative policy, provides an opportunity for the peasants to understand the notion of"making decision by oneself"and involves them actively in"village affairs"which are closely connected with them. Nevertheless, villagers'active participation in"village affairs"results from their right of using the farming land. Concerning how to make peasants in China, who have taken a large proportion, to not only participate in"village affairs"actively but also actively care about the political life of the nation as well as fight effectively against the invasion of public power into political rights, to evolve from"unintelligent people"to"citizens", the policy of villager election can serve as a good starting point. It is predictable that the vast population of Chinese peasants, after a period of simple and enlightening training of democracy, will absolutely have great influence on the democratic process of China.
