Study On The Contractual Management Of Village Affairs In Fangzi District

Village affair management is an important content of grass-root democracy, and a key process of villager self-governance. Fangzi District of Weifang City, Shandong Province, initially introduced contractual relationship into the village affair management. In this way, village affair management is normalized through contracts, agreements and engagements, which made village affair management open and transparent, rights and obligations clear, enforcement founded, and operation standardized, forming a brand new and unique management mode for village affairs which showed outstanding achievements and strong life. Based on the case study of village affair management in Fangzi District, this paper analyzes the origin, social cause of this mode, introduces thoroughly the process of its practice and application, assesses the value, historical situation of its existence, explores the difficulties, constraints, and prospects of this mode, conducts basic study form the theoretical angle, aiming to provide evidence to normalize and improve contractual management of village affairs.According to the advent of the contractual management of village affairs, this paper conducts concrete analysis of its creation, application, value, constraints, and countermeasures.This paper elaborates the historical background of the creation of contractual management of village affairs, explains its connotation, and analyzes its essence from the angles of village governance mode innovation, contractual theory and social administration function, and expounds its birth form six aspects including the continuation of village regulations and rural customs, the influence of contractual civilization, establishment of new moral norms, the requirement of ruling the country by law, the actual difficulties of traditional village management mode, and the incentive of its creation, offering theoretical support the possibility of the creation of the contractual management of village affairs.This paper introduces the concrete application process of the contractual management of village affairs, mainly including the introduction, application process and achievements of this mode. This paper also conducts detailed explanation of the principles of legitimacy, democracy, effectiveness and openness in operation, the establishment of four systems in application, and implementation of four processes, providing practical and statistical basis for analyzing its value and development trend.This paper elaborates the value of the contractual management of village affairs. And when it comes to realistic value, it's necessary to confirm the actual achievements in promoting safe society building, strengthening democracy and legislation, enhancing cadres'ability in accordance to law, and boosting the construction of harmonious rural society.This paper analyzes the constraints faced by contractual management of village affairs in ideological consciousness, outside environment, internal mechanism, villager quality, theoretical preparation.Finally, this paper draws the basic conclusion, and puts forward suggestions to transfer from seclusion to openness, from government propulsion to people dominance, from management tool to contractual spirit, and from single exploration to integrated system.
