Guangzhou City Diplomacy Research

Countries have been the leading role in international relations for ages, the relationship between countries has always been the core of international relations. With the accelerating pace of globalization, the revolution of science and information technology, changing and remolding the world political and traditional diplomacy are changed from content to form .Various kinds of sub-state actors come to front of diplomacy, appeared 'City Diplomacy' for the main purpose of cities communication. At present, there is still no systematically and comprehensive research of Guangzhou City Diplomacy, but increase of the research in Guangzhou City Diplomacy undoubtedly better for Guangzhou 'go to' the world.First, based on the theory of international relations at home and abroad in regarding City Diplomacy theory, put forward the definition of the term 'City Diplomacy', summarize the characteristics of city diplomacy and imitatively analyze the relationship between other forms of diplomacy, relations to consider city diplomacy is a beneficial supplement to Overall Diplomatic diplomacy.Secondly, this paper reviews the history of external exchanges of Guangzhou City diplomacy, innovatively divide into the stage of embryonic stage, the stage of infancy, stage of development and ascension. On the basis of classification in involved domain, the number of participating subjects and the type of main participants, summarizes the characteristics of Guangzhou City Diplomacy, concludes positive function to city, nation and international society.Finally, through the author visited Guangzhou Municipal People's Government Foreign Affairs Office and consulates to obtain firsthand materials, summarizes the problems of Guangzhou City Diplomacy, analyze the reasons and to propose suggestions and countermeasures. The Purposes of author is to makes a conclusion that although as a unitary state, there exists active city diplomacy in China and they played more and more important roles in world arena. Along with more and more mature of cities exchanges and rich experience, the creation of Chinese City Diplomacy theory is the needs for the development of City Diplomacy theory, which is also the need for the theory of Chinese socialism diplomacy.
