The civil service assessment system of the Nanjing national government suck out the advantages of the imperial assessment and the modern western civil official system.This system has covered appointment,performance evaluation,salary and pension.Assessment laws has ruled basic aspects,such as appointment qualification,performance evaluation standard,salary level and pension.The Nanjing national government is devoted to the construction of the civil service system in terms of the law's enacting,amending and operation.The civil service assessment system plays an important role in protecting the rights of civil servants and standardize the order of choose and empioy persons to some extent.Essentially,The civil service assessment system plays an important role in the modern history under the transition from Chinese tradition civilian to modern civil service.To creat a precedent for history,it has an important influence on the Chinese society.However,due to factors governing the party and rule of man,the implement of The civil service assessment system go against the basic characteristics of modern civil service system.Due to limits of times,this system implement is not good.It is diffcult to cure empioying corrupt,the political power is more and more corrupt and autocratic,which result in failure.
