Research On Civil Service System Of Nanjing National Government (from 1927 To 1937)

From 1927 to 1937,it was an important historical period that Nanjing National Government civil service system built and implemented.In this Period, the modern civil service system began to emerge in China, and made some important achievements on Legalization, standard, scientific and professional. This paper will card and discuss on the background, creation and implementation, composition and features of Nanjing National Government's civil service system.Nanjing National Government created the civil service system in order to unify the power of groups and improve administrative efficiency rapidly after the founding.At the same time, it was the practical requirements of the vast numbers of Chinese intellectuals, they wanted to create a new civil service system.So this work was carried out quickly. Based on Sun's theory of civil service examinations, modern western civil service system and the practice of Beijing Government, the civil service system of Nanjing National Government was came to a relatively complete system including the civil service exam election, appointment, training, performance appraisal, reward and punishment, promotion, pension, litigation and so on. This was an important innovation and achievements of Nanjing National Government 's civil service system building. It was also the beginning of the civil service system's Modernization. The significance was major and profound.But while,we should also find that the National Government 's civil service system was influenced by the party and the armed force deeply, it was determined by the nature of the government and institutional decisions.
