The interests-balances mechanism just forms from this procedure.The institutional supply and demand balance is an equilibrium point, which the institutional supply meets the institutional demand, that the institutional supply of central government meets the institutional demand of local government and the micro-mains;the institutional supply of local government meets the institutional demand of micro-mains, when the institutions are balanced, there is neither short of institutional supply, nor excess of institutional supply.Need to pay particular attention is, when participatory administration becomes a need of the times, the responds of institutional changes to that must be an efficient and meaningful institutional supply, so that can truly realize the active participation of public.
