The birth of Internet era provides the government and the public with a more direct and convenient platform for collecting public opinion and expressing demands. As a result, online governance has become the most crucial platform for communication between the government and citizens, which, evidently, deserves to be attached with great importance by government sectors.Through probing into the definition, originality, feature and pattern of online governance, this paper analyzes the research outcomes of scholars home and abroad.Meanwhile,it also harnesses tools including participatory democracy theory, civil right theory as well as respondent governance theory to study how "participatory administration" is practiced during the online governance of Wuzhou.Consequently,it has been found that problems and deficiencies, such as the lack of feedback, the absence of appraisal mechanism along with the indifference towards settling livelihood issues, truly exist.Apparently, these problems are jeopardizing the growth of online governance. Moreover, the analysis demonstrates that these problems are triggered due to citizens' failing to meet the requirements of online governance, the existence of the "digital gap",the shortage of online governance information, and the imperfection of corresponding laws and regulations.Hence, this paper will propose countermeasures with regard to improving the comprehensive quality of citizens and Internet penetration, narrowing the "digital gap",and perfecting the normalization as well as the legal construction for online governance,so as to boost the efficiency of overall governance and realize positive interactions between Wuzhou municipal government and the public.
