Reflection On Improving And Perfecting The Operating Mechanism Of The Inner-party Democracy

Since the establishment of the Communist Party of China, it has being always attached importance to its own internal democracy building. From the reform and opening-up, particularly since the report of the Party's sixteenth National Congress which pointed out that"the inner-party democracy is the life of the Party and is an important exemplary and leading role for the people's democracy", CPC pays full attention to the party system in the building of inner-party democracy-related and has introduced a variety of supporting systems. And to make these systems effectively implemented, it can not be compatible with the operating mechanism for the construction of inner-party democracy. However, the problem is a lack of in-depth discussion and carding systems. This paper attempts to analyses the necessity of the operating mechanism, as well as its history, current situation and reasons for ,and proposes some countermeasures and suggestions on how to improve the operating mechanism of the inner-party democracy .The article is made up of the introduction, body and conclusion .The first part is the introduction, which raises the origin and significance of the selection and analyzes the research status.The second part poses the concept of operating mechanism of inner-party democracy and interprets the meaning of it. These provide theoretical and practical basis for the analysis of the article in depth.The third part combs the history of the operating mechanism of inner-party democracy to major historical events, respectively in accordance with the dimension of time period of from four. And then it gets experience and enlightenment.Part four introduce the problems and shortcomings of the current operating mechanism of inner-party democracy, and gives the deep-seated reasons for them by a detailed analysis of these problems and deficiencies.Part five consists of countermeasures and suggestions on how to improve and perfect the operating mechanism of the inner-party democracy .It puts forward some mechanisms to solve the problems of it such as the education of inner-party democracy, election, decision-making procedure, democratic supervision and the protection of the rights of party members.The last part is a brief concluding remarks and stresses the importance of the operating mechanism again. It indicates the relationship between inner-party democracy system and the operating mechanism of inner-party democracy and points out that sounding and improving the operating mechanism for inner-party democracy is a long-term integrated complex system engineering.
