Study On Mediation Mechanism Of Social Contradiction By Grass-Roots Government In Transition

At present, with the deepening of reform, our social development has come into "a period of protruding contradictions", new contradictions are bursting out rapidly and deeper problems emerge continuously. Grass-roots government is an organization of political power in basic hierarchy, a specific executor of higher-level government policy, and a direct service provider of the masses at the grassroots level, which is in the hubs and foremost positions of social contradiction. Facing social protruding contradictions, grass-roots government has formidable tasks and great responsibilities to build the harmonious society. However, in real life grass-roots government is not quite able to do anything or mediate anything when they handle social contradictions because there are objective obstacles and subjective biases. As a result, social contradictions can not be properly solved and the old social scores are getting worse and worse, which produce unfavorable effects on the sustainable development of economy and society. Therefore, based on the comprehensive analysis of the social contradictions at grassroots level and the problems faced by grass-roots government, this paper designs a relatively complete and universal system from some aspects which includes the warning system of grass-roots social contradiction and the mediation system of macroeconomics and microeconomics, and provides countermeasures and suggestions to guarding against, reducing and resolving social contradiction and conflict basically for grass-roots government.
