On The Dynamical System Of Citizens' Participation In The Government Performance Evaluation

With the development of globalization and knowledgeable, changing the traditional ruling concept or mode and directing to highly efficiency are the basic requirements for government. In this circumstance, as an effective tool, the government performance evaluation has promoted the reform of administrative system, advanced the administrative implementation capability, and improved the administrative efficiency as well as the service quality, which became the frontier projects of the current public administration. With the rise of customer-oriented, quality-oriented concept, the focus of government performance measurement in western countries has gradually turned from economy and efficiency to profits and"customers'satisfaction". Citizens and civil organizations have begun to widely participate in the process of local government performance measurement.At present, the imperfect of the dynamical system has become the constraints of citizens' participation in the government performance evaluation. So we must examine the driving force for different groups in order to promote citizen participation in government performance evaluation. This article aims to present the current situation and the suggestions of how to establish a dynamical system for the citizens' participation in thegovernment performance evaluation.This article mainly including four parts:Part one: It mainly introduces the background,significance,the research status,the research method of this topic.Part Two: It provides a theoretical overview of citizens' participation in thegovernment performance evaluation. On the one hand, it reviews the core concepts and defines the analysis scope of this article. On the othere hand, through the analysis of the status and integration of different incentive analysis schools, it gives out a incentive analysis model.Part three: This chapter mainly deals with the issues that why citizens and government participate in. The participation behavior of citizens actually is the interaction results of internal motivation and external environmental factors of the subjects, includes the shooting for the interests, the maintenance of sovereign status and rights of citizens,the realization of some ideal or belief. The participation behavior of government is also a result of the combined effects, includes the Legitimacy,fulfiling the requirements of the government and Intergovernmental competition.Part Four: Based on the analysis of the previous text, part four analysises the auxiliary incentive of citizens' participation in the government performance evaluation. On the one hand, affirmes the different motivation and roles of the academic groups, social groups and third-party assessment. On the other hand, it also analyses multiple influencing factors such as characteristics of the citizens, the Government system and technical means for citizens.Finally, based on the comprehensive summary, we get the Dynamical System ofCitizens' Participation in the Government Performance Evaluation.
