Government Performance Evaluation Of Citizen Participation

Citizens' participation in the evaluation of government performance means that the citizens, the major agents of evaluation, evaluate and grade government performance in special methods. Strengthening citizens participation is a tendency and a requisite for the deep development of the evaluation of government performance. Nowadays more and more countries in the world have paid more and more attention to it and much exploration has been made concerning the theory and practice of the evaluation. In our country such research is comparatively weak , and no systematic work has ever been made with a lot of problems still waiting to be solved. However, citizens' evaluation of the government. which is feasible, is an effective approach and method for citizen to share the public management..Based on the elaboration of the evaluation of the government performance, and the analysis of the necessity and feasibility of the citizens' participation in the government performance, by studying the theoretical basics of legal philosophy as well as the theoretical basics of management, and taking into account the characteristics and deficiencies of the citizens; participation in the evaluation of the government performance in Yangpu District in Shanghai, this paper attempts to induce and analyses the factors which affect citizen's participation from the four angles of the standard of regional economy, citizens, the government itself and the evaluation systems. And starting from improving the qualities and abilities of the citizens, strengthening the construction the government and constructing the guaranty system of the citizens/ systematic participation, it purposefully puts forward the effective approach to give citizens more opportunities to participate in the evaluation. At the same time,the paper holds that to build a system for citizens to evaluate government performance, which is a necessary step for Chinese democratic politics to develop, demands that both the government and the citizens solve various problems from inside as well as from outside. It also demands a long-time exploration, improvement and steady push in the aspects of treatment ideas ,system design and the cultivation of the citizen's qualities. Besides the improvement of the citizens ' qualities ,recognition abilities and social economic positions ,a successful participation of the citizen demands that the government set up the ideas of service-type management ,create a relaxing environment for participants to participate and build a mechanism of impetus and restraint. Only in this way can the effective management of the public affairs of the government be pushed forward and the performance of the government be improved. Finally the paper also makes an elaboration of other three problems.
