On Chinese Citizens' Participation In The Government Performance Evaluation

Improving the government performance is a basic goal which every government is pursuing all the time .Since 1970s, low efficiency of the government has existed in every country, with which many people are disgusted. With the development of globalization and knowledgeable, changing the traditional ruling concept or mode and directing to highly efficiency are the basic requirements for government. In this circumstance, as an effective tool, the government performance evaluation has promoted the reform of administrative system, advanced the administrative implementation capability, and improved the administrative efficiency as well as the service quality, which became the frontier projects of the current public administration. No matter in the practical work or the academic field, people pay more attention to the government performance evaluation than before.In the course of the government performance evaluation, as the service object of the government, the citizen has the most direct and clear perception to the government performance quality. During the process of implementing the government performance evaluation, the countries all over the world have more and more emphasized the citizens'participation and have carried on some research in theory and practice. In China, the research on the citizen participation in the government performance evaluation is still relatively weak. Although there are some scattered research results, we have not carried on systematic research, and still have many problems to be solved. This paper sufficiently affirms the realistic significance, makes a systematic analysis the problems of the citizen participation in the government performance evaluation and tries to analyze the reasons. Further more, the essay points out the countermeasures from the environment, object and system to aim at the causes and deal with the situation, thus improving the government performance evaluation.
