The Citizens' Participation In Government Performance Evaluation

To evaluate the government performance is a new try and exploration for Chinese government. It is an important part of new public management movement in western countries while citizens'participation is the core value orientation of government performance evaluation. This is the evident characteristic of development of government performance evaluation around the world. In our country, research of citizens'participation in government performance evaluation is the need of both theory and practice.The thesis will take Shanghai Government Performance Evaluation as an example and point out that this practice is totally controlled by the government with part citizens'participation. Then the influence of this model to the evaluation will be analyzed. At last, the thesis will explain the system design behind this model and make some suggestions.
