Research On Power Of Citizens Participation In Government Performance Measurement

With the deepening reform of the economy and the political system,government performance measurement is also continuously improved.Citizens become an important vector of management and a vital part of government performance.Citizens participate in the government performance evaluation,not only provide realistic basis for the future decision of the government,but also form a broad and objective supervision to the administrative department,and enhance the citizens' social responsibility.According to the practice and discussion,it is proved that citizen participation in government performance measure has a certain role in promoting the work of the government,and also has a certain impetus to the construction of the work style and clean government.This paper takes the study of the theory and practice about citizen participation in government performance measures;therefore,on the foundation of fully affirming that citizen participation is an indispensable important link of the evaluation of government performance and an important mechanism that the government can understand citizens' demands further.The author analyzes the motivation of the citizen participation to find out the participation power generated and its influence factors.On the basis of summing up,the author points put ways that can enhance the participation power: the power from citizens' own,and the driving force form the government and the social government.In conclusion,the government should pay attention to the citizen participation that can more efficient accelerate the construction of the harmonious society.One of the channels which construct of harmonious society is that citizen participation in government performance measurement.In addition,researching in the citizen participation can be guided to the practice of government performance evaluation.
