Study On Construction Of Comprehensive Law Enforcement System Of Water Administration Of Shi Yang River Basin

This thesis takes comprehensive law enforcement system of water administration of Shi Yang River Basin in Gansu Province as researching objective, and makes a scientific definition on comprehensive law enforcement system of water administration. On basis of it, and combining the practice of Shi Yang River Basin of Gansu Province and foreign successful experience of basin management, the thesis analyzes the necessity and barriers of construction of comprehensive law enforcement system of Shi Yang River Basin water administration, and lay emphasis on proposing countermeasure on distribution of water rights.This thesis introduces the definition of comprehensive law enforcement of water administration by drawing a comparison between administration, water administration and comprehensive law enforcement. On basis of it, the thesis makes a brief analysis on the theoretical divergence on comprehensive law enforcement of water administration. Then it provides a systemic introduction on current law system of Shi Yang River Basin, and analyzes the disadvantages of current basin administration.This thesis then introduces the foreign experience of basin management, and concludes useful enlightenment from the experience. Then it gives some advices on construction of comprehensive law enforcement system of Shi Yang River Basin water administration, especially discusses the distribution plan on water rights of Shi Yang River Basin and particular measurement. The data of this thesis is from practical research, and it is detailed and trusty.
