This paper, which briefly confesses the incentive mechanism's concept, content, and function in the civil servants, commences to research into the theory of stimulation mechanism, by means of analysis,visiting,reading papers. This study points out the necessity of building up the administrator stimulation mechanism in Xinjiang.In view of the problems and situations in administrator stimulation mechanism in Ruoqiang community government, this paper points out the exsitinging problems in internal stimulation, material stimulation, studying mechanism and supervising mechanism and so on. Then the paper analysises the reasons of these problems. By means of practical-case investigation, system study, questionnaires and survey, the paper acquires six guiding principles:do as fact principle, equity and fair principle, timely excitation as need principle, combining reward and punishment principle, harmony principle and synchronization of material and internal stimulation principle. Aiming to improve the comprehensive quality of the civil servants of Ruoqiang community government, officials should update the concept of inspiration, perfecting environment condition and measures of inspiration and so on. Consequently, the government will become uncorrupted, pragmatic and highly effective.
