The minimum wage system has been implemented for more than one century in some foreign countries,while no more than twenty years in China.This system,though to some extent protect the rights of labourers,faces obstacles in its implementation in reality.Problems like low standard of minimum wage,wide gap of wages between different regions and the insufficient supervision and promotion on the minimum wage still exist.This article analyzes the current situation of the inefficient running of China's minimum wage system through comparing with all kinds of minimum wage systems in some foreign countries.,getting a conclusion that to activate the positive function of this system to the maximum and to weaken its negative effect, people have to fully pay attention to both labour and capital,then subsequently constitute a system which can be favorable for both the right to survive of the labourers and property right of the business owners.Further more,this article will suggest that the minimum wage system be introduced into the national constitution and law of minimum wage should be made.Meanwhile, some important items should be scientifically explained and accompanied with implementation and penalty details with high operability so as to establish an unitive and coordinative mechanism supplemented by supervision and record of wage hand out systems based on different regions,industries,positions and types of work.,which is called compound standard for the minimum wage.
