This thesis,based on the study of Second Track Diplomacy in East Asian security cooperation after the Cold War,analyses the role of Second Track of Diplomacy and its influence on the regional security cooperation.Also,this thesis proposes the limitations and prospects of the Second Track Diplomacy in the course of the actual operation,as well as how china should formulate strategy in the process of participation.This thesis argues that the Second Track Diplomacy has played a major role in promoting security cooperation in East Asian in three aspects:1)promoting formal regional security mechanism creation,2)defining regional security cooperation issues,3)promoting regional security in the specific security issues.As two important organizations of the second track of diplomacy,ASEAN-ISIS and CSCAP has been playing vital roles in promoting security cooperation in East Asian. ASEAN-ISIS promotes the official mechanism for security cooperation in East Asian—ARF,and CSCAP's main role is to define security cooperation issues for ARF.the progress of cooperation in the South China Sea issue indicates that the Second Track Diplomacy can also play an active role in promoting the settlement of specific issues.There are some limitations of Second Track Diplomacy,includes:its activities subject to limitation of the sensitivity of specific issues,its effectiveness subjects to limitation of national cultural differences,its role subjects to limitation of the power of its influence and degree of mature.In spite of these factors,this paper argues that China should still be actively involved in and promote the Second Track Diplomacy in order to promote security cooperation in East Asia and solve the specific problem.
