The idea of establishing China ASEAN Free Trade Area (CAFTA) was brought up in Singapore in Nov, 2000 in the conference of leaders from China and ASEAN. During the conference, premier Zhu, Rongji suggested exploring the possibility of constructing CAFTA. In terms of the instruction between the leaders, an expert team of China-ASEAN was set up to study economic cooperation. Upon research, the expert team submitted a suggestion of establishing close economic partner relationship between China and ASEAN, which includes the construction of CAFTA.In the fifth conference on Nov.6th2001, the leaders from both parties reached a proposal of establishing CAFTA in the future 10 years and granted their economic minister to negotiate free trade area agreement as soon as possible.On Nov. 4th 2002, after the 6th conference, Chinese Premier and 10 leaders of ASEAN members signed a framework agreement of Chinese-ASEAN overall economic cooperation and decided to construct CAFTA in 2010.This agreement is a milestone of overall cooperation between China and ASEAN, which remarks the cooperation of the economy and trade has stepped into a new era.According to the agreement, official negotiation of the establishing CAFTA will begin in 2003 and end in June 2004. In January 2005 the tariff reduced or exempted plan will be started.â… The main idea and the structure of this article are:The construction of CAFTA is a complicated systematic project. It's a historic event that will affect China, Asia and even the whole world in the 21st century. In this article, Economics, Ecopolitics and Cultural Theories are applied to give systematic and aggregate analysis on CAFTA. Besides, this article gives deep exploration on such realistic issues as the optimal mode of implementing a free trade area, the influnce on the economy, the cooperation between CAFTA and East Asia, the relationship between the activity of CAFTA and development of west China.This article comprises eight chapters:Chapter one focuses on the economic analysis of the background of CAFTA. The construction of CAFTA has its economic theory basis. The author studies the origin of economic integration and explores its conception, character and built-in mechanism. The author also compares several conceptions of integration, discusses early theory on regional integration and its latest development in order to give the reader deep understanding of its history and status quo.In Chapter two, the author tries to analyze CAFTA by applying interdependence theory in a view of international ecopolitics theory. Interdependence is one of main content of ecopolitics theory. It points out a new direction for international cooperation and gives new method to solve the great disparity of the rich and poor, developed and developing. The other two main contents of ecopolitics theory are founded by the cooperation theory on the basis of interdependence. After 70s of the twenty century, the interdependence of economy between countries has resulted in interdependence of politics. On the other hand, interdependence of politics has propelled the interdependence of economy. As a result, world economy becomes more and more politicalized and world politics becomes more and more economicalized. In this Chapter, the author analyzes the background and basic contents of interdependence theory and economic representation of such theory under global condition. The author points out that the Asian financial crisis is an inverse validation of the theory. In the end, the author points out that the interdependence theory is the important foundation in setting up "21st- century-oriented partner relationship". In setting up the CAFTA, both sides should cooperate under the guidance of interdependence of international relationship. At the same time, the CAFTA is an important part of the international strategy of china based on the interdependence theory.
