Research On Social Security In Rural Areas Of Henan Province

As a big and populous agricultural province,social security in rural areas of Henan Province is particularly prominent and important.Rural social security program not only benefits hundreds of millions of peasants in China but also functions as safety nets and shock absorbers so as to maintain social stability in rural areas.Therefore it is extremely important for building a new socialist countryside in China and promoting the rise Henan Province which lies in the center of China.Over the years,the provincial party committee and government attach great importance to the work of social security in rural areas,increasing the input of public finance,and actively build and the level of economic development of rural social security system so that the broad masses of peasants in Henan can benefit.However,due to the financial strength of the Government at the county level cities is limited,farmers' income barriers,urban-rural dual system of separate rule and the weakening of traditional security system in rural areas,social security in rural areas in Henan Province at present is still in a very low level,much lower than in coastal cities.Research on rural social security is hot topic as well as in Henan Province but so far,the academic research mainly focuses on urban social security issues,research on social security in rural is apparently far from systematization and standardization.The paper focuses on four issues of the social security in rural areas of Henan Province:(1) the theoretical basis of social security in rural areas;(2) rural social security status in Henan Province and in China;(3) the gains and losses of the construction of rural social security at home and abroad;(4) to find a path for developing social security in rural areas of Henan province.The text is divided into four parts:the first part expounds the connotation of rural social security,defines the objects and elaborates on the history of rural social security changes inChina.Besides,the main content and the current achievements and problems are also explored.The second part conducts an objective analysis on the status-quo of social security in rural areas of Henan Province.The third part draws valuable experience from the analysis of rural social security at home and abroad.The fourth part makes a constructive idea of the future of the rural areas in Henan Province with a view to achieve the solution of rural social security problems.In this paper,the existing problems in social security in rural areas of Henan are analyzed so that constructive ideas are made.The paper makes a qualitative study on the performance evaluation of social security in rural areas and a quantitative analysis of the empirical cases,both at home and abroad in order that a comparative study is conducted to draw some basic conclusions:to gurantee the implementation of rural social security from the perspective of legislation;to determine the main responsibility of government for building social security in rural areas,handling the relationship among government,social,collective economic organizations,family and individual farmers;to focus on the social security of migrant workers,thus to build a rural social security system;to strengthen the rural old-age insurance,boosting a comprehensive and cooperative medical care in rural areas and achieving the establishment of rural social welfare system in order to speed up the rural social security system,and ultimately to achieve sound social security system in rural areas of Henan province.
